On the morning of September 19, 2016 local time, Premier Li Keqiang attended and addressed the Summit for Refugees and Migrants at the 71st Session of the UN General Assembly at the UN headquarters in New York.

Li Keqiang noted that the problem of refugees and migrants is increasingly prominent at present. As the first high-level meeting addressing the massive movement of refugees and migrants since the founding of the UN, this summit attracts much attention from the international community. The refugee and migrant problem, which has a bearing on world peace and development as well as regional stability, requires the proactive response of the international community. The problem of refugees and migrants is a humanitarian crisis that tests the conscience of human society. The international community should earnestly lend a hand to the refugees, carry forward humanitarian spirit, and never betray bottom line of morality and justice. The settlement of the problem of refugees and migrants requires an enhanced international cooperation. All parties should, by giving full play to the coordinating role of the UN agencies, formulate and implement comprehensive and systematic solutions to jointly fight against stowaway, human trafficking and terrorism. The problem of refugees and migrants also cannot be solved without efforts of the refugee-origin countries. Parties concerned should deal with the disputes through dialogues and defuse differences through negotiations. International community should also promote peace talks to bring the refugee and migrant source countries on the road to sustained peace and stability. Each country should reduce the global imbalance and push forward common development and progress by enhancing the open and interactive growth.

Li Keqiang stressed that China always attaches great importance to and takes an active part in solving the problem of refugees and migrants. As a large developing country, China is willing to undertake responsibilities commensurate with its ability. China will take a series of humanitarian measures and actively discuss on launch of tripartite cooperation with relevant international agencies and developing countries on the problem of refugees and migrants. It is hoped that international community will pool consensus and form a joint force, striving for a comprehensive and lasting settlement of global massive movement of refugees and migrants at an early date.
